Private capital, social fund and international resources are encouraged to properly participate in building the innovation ecosystem of Huairou Science City (HSC), in a bid to promote the joint contribution to and shared use of scientific and technological infrastructure, and build an innovation chain covering scientific and technological infrastructure, basic research, applied research, achievement transformation, and high-grade, precision and advanced industries.

Centering on its strategic positioning as a world-class original innovation area, HSC strives to construct an open innovation ecosystem by coordinating innovation chain, industry chain and service chain, and explore an organization model for collaborative industrial development engaging industrial technology research institutes, industry innovation alliances, achievement transformation companies and science and technology innovation funds, with a view to creating a new path for high-quality development and achieving higher quality and efficiency of economic growth.
