I. Who We Serve

Foreign high-caliber talents, foreign management and technical talents, foreign entrepreneurial team members, and foreign Chinese entrepreneurs.

II. What We Provide

We help the following eligible talents apply for permanent residence in China: foreign high-caliber talents under Beijing’s Comprehensive Pilot Program for Greater Openness in the Services Sector, innovative and entrepreneurial talents, renowned foreign experts and scholars, and selected individuals from municipal-level talent programs.

III. Steps to Follow

1. Foreign nationals can check if they meet the eligibility requirements by referring to the “Application Guide for Foreign Talent Entry and Exit Affairs under Beijing’s Comprehensive Pilot Program for Greater Openness in the Services Sector” module on the “Open Beijing” website (https://open.beijing.gov.cn/). If they meet the recognition standards, they can proceed with an online application based on the conditions. The application requires the following materials: employer's application, employer's commitment letter, individual commitment letter, a copy of the business license or legal entity registration certificate of the employer, a completed “Registration Form for Foreign High-caliber Talents under Beijing’s Comprehensive Pilot Program for Greater Openness in the Services Sector (Recommended Application for Permanent Residence in China),” a formal employment contract from the employer, the applicant's valid passport, work permit, and other relevant documents.

2.Huairou District’s “Two Zones” Office will conduct an initial review of the applicant's materials in the “Open Beijing” system. If the review is approved, a “Permanent Residence Recommendation Letter” will be submitted to the Beijing “Two Zones” Leading Group Office.

3.The Beijing “Two Zones” Leading Group Office will conduct a second review of the applicant's materials. If the review is approved, a “Permanent Residence Certification Letter” will be issued in the system. The “Permanent Residence Certification Letter” will be simultaneously sent to the Foreign Nationals' Entry and Exit Service Hall in Huairou District.

4.The applicant should bring the relevant materials to the Foreign Nationals' Entry and Exit Service Hall in Huairou District to complete the process in person.
