II. Services

To apply for permanent residence in China for foreign high-level talents, innovative and entrepreneurial talents, foreign well-known experts and scholars, and selected candidates of the city-wide talent programs who meet the recognition criteria for the Beijing pilot programs list for service opening up.

III. Service Process

1. Foreigners can check whether they meet the requirements for application through the “Guide on Entry and Exit Application for Foreign Talents in Opening Up the Services Sector in Beijing” module on the Beijing Opening Up website. Those who meet the recognition criteria shall make an online application against the conditions. The application shall be supported by the employer's application, the unit's letter of commitment, the individual's letter of commitment, a copy of the business license or legal person registration certificate of the employer, the completed “Registration Form for the Qualification Recognition of Foreign High-level Talents in Opening Up the Service Sector in Beijing (Recommended Application for Permanent Residence in China)”, the formal employment contract of the employer, the applicant's valid passport, work permit etc.

2. The “Two Districts” Office will conduct a preliminary review of the applicant's materials in the Beijing Opening Up system. Those who pass the review shall submit the Letter of Recommendation for Permanent Residence to the Beijing “Two Districts” Office.

3. The “Two Districts” Office in Beijing will review the applicant's materials again. Upon approval, a Certificate for Permanent Residence will be issued in the system, which will be simultaneously sent to the Huairou Entry-Exit Service Hall for Foreigners.

4. The applicant shall bring the relevant materials to the Huairou Exit-Entry Service Hall to apply for this service in person.
