III. Steps to Follow
1. Each innovation entity can assess the employment intentions of the spouses of key talents in Huairou, and then submit the information to the Party and Masses Affairs Office of the Administrative Committee of Huairou Science City. This will form a database of employment service personnel for the science city, enabling dynamic sharing of job information.
2. Tailoring employment services to the needs of talents' spouses and available positions, we follow a “category-based approach.”
(1) Placement in Public Institutions. If the spouse is a Beijing resident and works in a public institution in Beijing, efforts will be made to transfer them to a public institution within the district through negotiations. If the spouse is a Beijing resident but not working in a public institution, and meets the conditions for public recruitment in Beijing, they will be selected for a public institution through the public recruitment process.
(2) Joining the Education and Healthcare Workforce. Spouses with relevant professional qualifications may, in line with sectoral needs and their personal preferences, be employed on a non-staff basis or referred to private schools, kindergartens, clinics or hospitals.
(3) “Point-to-Point” Key Recommendations for State-Owned Enterprises. Based on factors such as the spouse's profession, work experience, and job match, key positions may be recommended to state-owned enterprises within Huairou District, tailored to the specific situation.
(4) Market-Based Two-Way Employment Selection. Provide talent spouses with access to job search and recruitment information channels, such as the human resources and social security job micro-website, and build a platform for connecting with key enterprises in Huairou. Job positions will be specifically pushed to them, along with “one-on-one” employment guidance. Additionally, small-scale recruitment events can be held based on the employment needs of the talent spouses. The employment guidance officers at the Social Security Office of Huairou Science City will play a key role in providing career counseling and employment services.
