III. Service Process

1. Each innovative entity is permitted, based on the actual situation, to investigate the employment intentions in Huairou of the spouses of key talents employed. The information must then be submitted to the Party-Masses Work Department of the Administrative Committee of Huairou Science City in a unified manner. This will result in the creation of an employment database for Huairou Science City, facilitating the dynamic sharing of job information.

2. Employment services are provided in accordance with the principle of category-based measures, taking into account the spouse's employment needs and the position offered.

(1) Settlement in public institutions. Spouses with Beijing household registration who are employed by public institutions in Beijing will be transferred to public institutions within the district on a case-by-case basis. Spouses with Beijing household registration who are not employed by public institutions in Beijing and meet the conditions for recruitment by public institutions in Beijing will be recruited through public recruitment and enter public institutions on a competitive basis.

(2) Strengthening the educational and medical teams. Spouses with relevant professional skills can be employed through supplementary employment or targeted recommendations to private educational and medical institutions, taking into account industrial needs and personal wishes.

(3) Recommendations for state-owned enterprises on a "peer-to-peer" basis. Recommendations for key positions in state-owned enterprises in the district can be made based on the actual situation, taking into account relevant factors such as the spouse's profession, work experience, and suitability for the position.

(4) Two-way market-based employment. Talent spouses are granted open access to information channels, including the WeChat official account of the Human Resources and Social Security Bureau. This account serves as a platform for key enterprises in Huairou to promote positions to them and provide "one-on-one" employment guidance. Additionally, small-scale special recruitment fairs can be held based on the employment needs of such spouses. The employment specialist at the Social Security Office in the Science City plays a pivotal role in providing career guidance and employment services.
