II. Services

1. Children of talents who have household registration in Beijing and meet the policies for admission to schools (kindergartens) that year will be accepted according to the policies for admission to schools (kindergartens) with household registration in the district.

2. If the children of talents are non-Beijing residents and meet the policies for admission to schools (kindergartens) that year, while there is a need for them to study in the district, the district education committee will coordinate and arrange for them to enter or transfer to a school or kindergarten in the district in accordance with the principle of proximity and convenience, based on the availability of positions in public and private schools and kindergartens in the district and taking into account the wishes of the parents.

III. Service Process

1. Talents who meet the above requirements shall submit a written application to the competent department of their units (Administrative Committee of Huairou Science City, District Science Committee, Huairou District Bureau of Economy and Information Technology, etc.) before May each year. The application must provide detailed information about the applicant and their children, including name, age, contact information, education stage, and intention of admission to schools (kindergartens), etc.

2. The competent departments of the applicant's employer will compile the information and send a formal letter with an official document stamped with the government seal to the Huairou District Education Committee before the end of May each year.

3. Where the policy for admission to schools in the current year is met, the Huairou District Education Committee will contact the applicant based on the availability of positions in public and private schools and kindergartens in the current year, and coordinate admission to schools (kindergartens) in accordance with the principle of proximity and convenience, taking into account the wishes of the parents.

4. Student transfers must comply with the Measures for the Administration of Student Registration in Beijing Primary and Secondary Schools. Transfers are not permitted for the starting or graduating grades.

Examinations and promotion are subject to the relevant policies of examinations for entry into high schools and universities in Beijing.
