II. What We Provide

1. If the children of talents are registered as Beijing residents and meet the enrollment (or kindergarten admission) policies for the current year, they will be treated according to Huairou District's policies for local residents' school enrollment (or kindergarten admission).

2. If the children of talents are not Beijing residents but meet the school enrollment (or kindergarten admission) policies for the current year and need to study in Huairou District, the district's Education Committee will coordinate and arrange for them to enter or transfer to a school or kindergarten in the district based on the availability of spaces in public and private schools and kindergartens, considering the parents' preferences, and following the principle of proximity and convenience.

III. Steps to Follow

1. Talents who meet the above requirements should submit a written application to their supervising department (such as the Administrative Committee of Huairou Science City, Huairou District Science and Technology Commission, Huairou District Bureau of Economy and Information Technology, etc.) before May each year. The application should provide detailed information about the applicant and their children, including names, ages, contact information, educational stage, enrollment (or kindergarten admission) intentions, and other relevant details.

2. After summarizing the applications, the supervising department of the applicant's unit will send a formal letter to Huairou District Education Committee in the form of an official document by the end of May each year.

3. If the applicant meets the enrollment policies for the current year, Huairou District Education Committee will contact the applicant based on the availability of spaces in public and private schools and kindergartens. They will coordinate the school enrollment (or kindergarten admission) according to the principle of proximity and convenience, considering the parents' preferences.

4. Student transfers must comply with the “Beijing Municipal Regulations on Student Registration Management in Primary and Secondary Schools.” Transfers are not allowed for the starting or graduating grades. Matters related to exams and further education will be handled according to the relevant policies for high school and college entrance exams in Beijing.
