I. Who We Serve

1. Individuals who have been introduced to settle in Huairou through methods such as the introduction of non-Beijing-registered graduates, transfer of experienced talents, or postdoctoral station entry and exit by registered innovation entities in Huairou; transitional services are also provided for innovation entities such as Huairou Laboratories through case-by-case negotiations.

2. Talents introduced by the research institutes of the Chinese Academy of Sciences in Huairou (mainly high-caliber talents, outstanding engineering and technical support talents, and young key talents) and their accompanying spouses and children.

II. What We Provide

1. Assist introduced talents (non-CAS talents) in handling household registration matters at the Quanhe Police Station of the Huairou Public Security Bureau.

2. Assist talents introduced by the Chinese Academy of Sciences in handling household registration matters at the Yanqi Police Station of the Huairou Public Security Bureau.

III. Steps to Follow

(I) Household Registration for Non-CAS Talents

1. Household Registration for Non-Beijing-Registered Graduates. Those who are non-Beijing-registered graduates should hold the “Household Registration Introduction Letter for Non-Beijing-Registered Graduates” issued by the Human Resources Planning Division of the Huairou District Human Resources and Social Security Bureau. After obtaining materials such as the “Household Registration Power of Attorney,” “Household Registration Introduction Letter,” and a copy of the first page of the collective household registration at the Mobility Personnel Archives Management Section of Huairou District Human Resources and Social Security Bureau, they can proceed to handle household registration matters at the Quanhe Police Station.

2. Household Registration for Experienced Talents transferring to Beijing. Those transferring to Beijing as experienced talents should hold the “Household Registration Introduction Letter” issued by the Organization Department of Huairou District Committee. After obtaining materials such as the “Household Registration Power of Attorney,” “Household Registration Introduction Letter,” and a copy of the first page of the collective household registration from Mobility Personnel Archives Management Section of Huairou District Human Resources and Social Security Bureau, they can proceed to handle household registration matters at the Quanhe Police Station.

3. Household Registration for Postdoctoral Personnel. The hosting institution can apply for household registration by providing the “Introduction Letter from the Beijing Municipal Human Resources and Social Security Bureau” and the “Personnel Transfer Registration Form.” After obtaining the “Agreement to Accept Collective Household Registration Introduction Letter” from the Mobility Personnel Archives Management Section of Huairou District Human Resources and Social Security Bureau, they can proceed to the Population Division of the Huairou Public Security Bureau to obtain the “Approval for Household Registration Transfer Certificate” or the “Household Registration Notice.” The individual can then take the above materials to the Quanhe Police Station to complete the household registration transfer process.

(II) Household Registration for CAS Talents

1. Household Registration for Permanent Resident Collective Household Members in Beijing. Those holding a “Permanent Resident Registration Card” and the “Acceptance Letter” from the Center for Talent Exchanges Chinese Academy of Sciences can proceed to the Yanqi Police Station to handle their household registration matters.

2. Household Registration for Returned Overseas Students. Those holding the “Household Registration Introduction Letter” from the Ministry of Education, the “Basic Information Form for Household Registration Personnel,” and the “Acceptance Letter” from the Center for Talent Exchanges Chinese Academy of Sciences can go to the Beijing Municipal Government Service Center—Beijing Public Security Bureau Household Registration Transfer Window to obtain the “Approval for Household Registration Transfer Certificate” and then proceed to the Yanqi Police Station to handle household registration matters.

3. Household Registration for Postdoctoral Personnel. Those holding the “Introduction Letter from the Department of Professional and Technical Personnel Management of the Ministry of Human Resources and Social Security,” the “Personnel Transfer Registration Form,” the “Approval for Household Registration Transfer Certificate,” and the “Acceptance Letter” from the Center for Talent Exchanges Chinese Academy of Sciences, among other materials, can go to the Yanqi Police Station to handle household registration matters.

4. Household Registration for Transferred Personnel from Outside Beijing

Those holding the “Approval for Household Registration Transfer Certificate” or the “Household Registration Notice,” the “Personnel Transfer Registration Form,” and the “Acceptance Letter” from the Center for Talent Exchanges Chinese Academy of Sciences, among other materials, can go to the Yanqi Police Station to handle household registration matters.
