I.Service Objects

1. Those subject to registration in Huairou by innovative entities registered in Huairou through the introduction of non-Beijing graduates, the transfer of mature talents, and the entry and exit of postdoctoral researchers; transitional services will be provided on a case-by-case basis for innovative entities such as Huairou Labs.

2. The spouses and children of talents (mainly high-level talents, excellent supporting talents in engineering and technology, and young key talents) introduced by the research institutes of the Chinese Academy of Sciences in Huairou and their transfers (relocations).

II. Services

1. Assisting in the introduction of talents (not from the Chinese Academy of Sciences) to the Quanhe Police Station of the Huairou Public Security Bureau to handle matters related to settlement.

2. Assisting in the introduction of talents from the Chinese Academy of Sciences to the Yanqi Police Station of the Huairou Public Security Bureau to handle matters related to settlement.

III. Service Process

(1) The settlement of non-CAS talents

1. The settlement of non-Beijing college graduates.

Please hold the Letter of Introduction for Settlement for Non-Beijing Students issued by the Human Resources Planning Section of the Huairou District Human Resources and Social Security Bureau to settle in the Quanhe Police Station, following the issuance of the Letter of Authorization for Settlement, Letter of Introduction for Household Relocation and a copy of the first page of the collective household by the Personnel File Management Section for Mobile Personnel of the Huairou District Human Resources and Social Security Bureau.

2. Settlement of mature talents transferred to Beijing.

Please hold the Letter of Introduction for Settlement issued by the Organization Department of the Huairou District Party Committee to settle in the Quanhe Police Station, following the issuance of the Letter of Authorization for Settlement, Letter of Introduction for Household Relocation and a copy of the first page of the collective household by the Personnel File Management Section for Mobile Personnel of the Huairou District Human Resources and Social Security Bureau.

3. The settlement of postdoctoral researchers.

The host institution shall go to the Personnel File Management Section for Mobile Personnel of the Huairou District Human Resources and Social Security Bureau, with the Letter of Introduction from the Beijing Municipal Human Resources and Social Security Bureau and the Registration Form for Personnel Transfer, to apply for a Letter of Introduction for Approval to Accept Collective Household Registration. The host institution shall then go to the Population Department of the Huairou District Public Security Bureau to apply for a Proof of Approval for Household Relocation or an Notice on Household Registration; the person who is to be settled shall then take the above documents to the Quanhe Police Station to complete the household registration procedures.

(2) The settlement of CAS talents

1. The settlement of those who live in the city with a collective household registration.

Please bring your Registration Card for Permanent Residents and the Letter of Consent for Acceptance from the Talent Center of the Chinese Academy of Sciences to the Yanqi Police Station to apply for residence registration.

2. The settlement of returned overseas students.

Please bring the Letter of Introduction for Household Relocation from the Ministry of Education, the Basic Information Form for New Residents, and the Letter of Consent for Acceptance from the CAS Talent Center to the Household Approval Window of the Beijing Public Security Bureau at the Beijing Government Service Center to obtain Proof of Approval for Household Relocation, and then go to the Yanqi Police Station to complete the household registration.

3. The settlement of postdoctoral researchers.

Please bring the following documents to the Yanqi Police Station to apply for residence registration, including the Letter of Introduction from the Department of Management of Professional and Technical Talents, Registration Form for Personnel Transfer, Proof of Approval for Household Relocation from the Department of Human Resources and Social Security, and the Letter of Consent for Acceptance from the CAS Talent Center

4. The settlement of talents transferred from outside Beijing.

Please bring the following documents to the Yanqi Police Station to apply for household registration, including Proof of Approval for Household Relocation or Notice on Household Registration, Registration Form for Personnel Transfer, and Letter of Consent for Acceptance from the CAS Talent Center
