I. Who We Serve

Individuals who are registered taxpayers in key innovation entities in Huairou, have worked at their current unit for more than six months, are below the legal retirement age, have a fixed residence in Beijing, and meet the conditions outlined in the “Implementation Measures for the Application of the Beijing Work and Residence Permit in Huairou District” (Huairou Talent Bureau [2019] No. 1).

II. What We Provide

Assist applicants in obtaining the “Beijing Work and Residence Permit.” Holders of the permit are entitled to the same benefits as local residents in the city.

III. Steps to Follow

1. Employer applies for access authorization. The employer may log into the Beijing Talent Work Network—Talent Business Handling Platform (Unit Access) to apply for authorization to process the Work and Residence Permit online. Once the Huairou District Human Resources and Social Security Bureau approves the online review, the employer's access will be successfully granted.

2. Talent Registration. The applicant may log into the Beijing Talent Work Network—Talent Business Handling Platform (Personal Access), enter the associated code provided by the employer, and submit the application. Once the employer's online review is approved, the individual registration will be successful.

3. Talent Initiates Personal Application. The applicant may log into the Beijing Talent Work Network—Talent Business Handling Platform (Personal Access), fill out personal information item by item, and submit the application.

4. Employer Review. The employer may log into the Beijing Talent Work Network—Talent Business Handling Platform (Unit Access), review the employee's application, and approve it.

5. Review by Huairou District Human Resources and Social Security Bureau. Following the online review and approval by Huairou District Human Resources and Social Security Bureau, the application for “Beijing Work and Residence Permit” will be completed.

6. Printing the confirmation form. The employee may log into the Beijing Talent Work Network—Talent Business Handling Platform (Personal Access) and print the electronic confirmation form for “Beijing Work and Residence Permit.”
