I. Service Objects

Those who have worked for the current employer for more than 6 months, within the key innovative entities registered for taxation in Huairou District, are under the statutory age of retirement, reside permanently in Beijing, and meet the conditions of the Measures for the Implementation of Beijing Municipal Work and Residence Permit in Huairou District (Huairou Talents [2019] No. 1).

II. Services

To issue a Beijing Work Residence Permit to the applicant, so that the holder can enjoy the same benefits as local citizens.

III. Service Process

1. The employer applies for access.

The employer logs in to the Beijing Talent Network – Talents Business Platform (Employer Portal) to apply online for access to a work permit.

Once the Huairou District Human Resources and Social Security Bureau has reviewed and approved the application online, the employer will be deemed to have successfully registered.

2. Talent registration.

Talents should log in to the Beijing Talent Network – Talents Business Platform (individual portal) and submit after entering the associated code provided by the employer.

Once the employer's online review is approved, the individual registration is deemed to be successful.

3. Individual application by talents.

The talent should log in to the Beijing Talent Network – Talents Business Platform (individual portal) – filling in the personal information one by one – and submit it successfully.

4. Review by the employer.

The employer should log in to the Beijing Talent Network – Talents Business Platform (employer portal) – review the employee's application and pass the review.

5. Review by the Huairou District Human Resources and Social Security Bureau.

Once the Huairou District Human Resources and Social Security Bureau has reviewed the application online and approved it, the application for the Beijing Work and Residence Permit is complete.

6. Printing the confirmation sheet.

The employee should log in to the Beijing Talent Network – Talents Business Platform (individual portal) – and print the electronic confirmation sheet for the Beijing Work and Residence Permit.
