Talent-Introduction Scheme for Non-Beijing-Registered Graduates

I. Who We Serve
This service covers non-Beijing-registered fresh graduates who are enrolled in the national unified enrollment plan (excluding targeted and commissioned students), have no labor (employment or appointment) relationship with any unit during their highest-degree studies, obtain their degree and academic certificate on time, and are to be introduced by a key innovation entity that has been registered and paying taxes in Huairou for at least one year; graduates who obtain their first employment within two years of graduation are also covered.
Graduates must be no older than 26 for a bachelor’s degree, 30 for a master’s degree, or 35 for a doctoral degree, and must satisfy all eligibility criteria set out in the “Measures for the Introduction of Graduates in Beijing” (Beijing Municipal Human Resources and Social Security Bureau, No. 22 [2021]).
II. What We Provide
I. Huairou District Human Resources and Social Security Bureau will comprehensively consider factors such as the development prospects of the employer, tax contributions, and job creation, and will allocate introduction quotas accordingly. It will handle the approval procedures for the relocation of non-Beijing-registered graduates to Beijing.
2. Huairou District Human Resources and Social Security Bureau will issue relevant materials, and the employer will handle the household registration procedures for the graduates based on the years of residence.
III. Steps to Follow
The introduction of graduates is fully processed online through the “Non-Beijing-Registered Graduate Introduction Management System.” The process is divided into the following stages:
1.Declaration of Demand. By the end of November each year, the employer should submit the demand for talent introduction online to Huairou District Human Resources and Social Security Bureau.
2.Declaration and Publicity. (1) After Huairou District Human Resources and Social Security Bureau allocates quotas, the employer submits graduate information, employer information, and other relevant materials through the system. (2) After Huairou District Human Resources and Social Security Bureau verifies the materials, it will publicly announce the information of the graduates to be introduced on the official website. Once the public notice period ends with no objections, Huairou District Human Resources and Social Security Bureau will submit the graduate information to the Municipal Human Resources and Social Security Bureau through the system.
3.Household Registration Review. Once the review is approved, the employer can take the approved materials to the public security department to complete the household registration procedures for the graduates.
