I.Service Objects
Non-Beijing permanent residents proposed for introduction by key innovative entities that have registered and paid taxes for one full year in Huairou District, who are listed in the national unified enrollment plan (excluding directed and commissioned students), have not had a labor (recruitment or employment) relationship with any employer during their top level of education, and have obtained their degree on time.
This applies to graduates who are employed for the first time within two years of graduation.
The graduates should meet the requirements that the undergraduate students are no more than 26 years old, while the postgraduate students are no more than 30 years old and doctoral students are no more than 35 years old, and meet the conditions for introduction as required by the Measures for Management of the Introduction of Graduates in Beijing (Beijing Human Resources Graduation Issue [2021] No. 22).
II. Services
1. The Huairou District Human Resources and Social Security Bureau will comprehensively consider factors such as the development prospects, financial and tax contributions, and employment of the employer, and allocate the introduction quota accordingly, and also handle the approval procedures for non-Beijing graduates.
2. The Huairou District Human Resources and Social Security Bureau will issue the relevant materials, and the employer will handle the settlement procedures for the graduates according to the year of settlement.
III. Service Process
The entire process of introducing graduates for employment relies on the “Management System for the Introduction of Non-Beijing Graduates” and is handled online. The process is broken down into the following stages:
1. Demands declaration
The employer shall declare the demand for talent introduction online to the Huairou District Human Resources and Social Security Bureau before the end of November of the previous year.
2. Publication for declaration.
(1) Once the Huairou District Human Resources and Social Security Bureau has allocated the quota, the employer shall submit the graduate information, employer information and other relevant materials through the system.
(2) Upon verification by the Huairou District Human Resources and Social Security Bureau, the proposed introduction of graduates will be announced on the official website.
Upon public announcement with no objections, the Huairou District Human Resources and Social Security Bureau will submit the graduate information to the Beijing Municipal Human Resources and Social Security Bureau through the system.
3. Settlement review
If the review is approved, the employer will take the relevant materials to the department of public security to complete the settlement procedures for the graduates.
