I.Who We Serve
Outstanding talents who have obtained a master's degree or above abroad, graduated within the past three years, are to be introduced by key innovation entities registered and paying taxes in Huairou, and satisfy the provisions of the “Interim Measures for Promoting Overseas Talent to Start Businesses and Work in Beijing” (Beijing Municipal Government [2009] No. 14).
II. What We Provide
1. Submit the demand for introducing overseas talents to the Beijing Municipal Talent Work Bureau.
2. Assist overseas talents who are approved for entry into Beijing with the procedures for transferring to Beijing.
III. Steps to Follow
1. Submit the demand for introducing overseas talents. The employer, in accordance with the “Interim Measures for Promoting Overseas Talent to Start Businesses and Work in Beijing” and the requirements of higher-level departments, will submit the demand for introducing overseas talents to the relevant industry authorities, local authorities, and service units such as the “Qinqing Guanjia” service. After initial review, these units will recommend overseas talents to the Organization Department of Huairou District Committee.
2. Evaluation of Introduction Demand. The Organization Department of Huairou District Committee, based on the “Interim Measures for Promoting Overseas Talent to Start Businesses and Work in Beijing,” the requirements of higher-level departments, and recommendations from various departments, will select and recommend the overseas talents to the Beijing Municipal Talent Work Bureau.
3. Approval of Application Materials. Once the overseas talents are approved for entry into Beijing, the Organization Department of Huairou District Committee will guide the employer in preparing the necessary materials for the talents to be introduced. After initial review, these materials will be submitted to the Municipal Talent Work Bureau for approval.
4. Handling Transfer Procedures. After approval by the Municipal Talent Work Bureau, assistance will be provided to the overseas talents in handling the procedures for transferring to Beijing.
