I. Service Objects

Talents proposed for introduction by key innovative entities registered for tax purposes in Huairou, who have obtained a master's degree or above abroad, are within three years of graduation, and meet the requirements of the Interim Measures for Promoting Overseas Students to Start Businesses and Work in Beijing (Beijing Government Issue [2009] No. 14).

II. Services

1. Submission to the Beijing Bureau of Talent Work the demand for the introduction of overseas students.

2. Assisting overseas students who have been approved to enter Beijing in handling the procedures for relocation to Beijing.

III. Service Process

1. Put forward the demand for the introduction of overseas students.

The employer shall, in accordance with the Interim Measures for Promoting Overseas Students to Start Businesses and Work in Beijing and the requirements of higher authorities, submit the demand for the introduction of overseas students to the competent employers in various sectors, local employers, and service objects of the Integrity and Proximity Manager.

Following preliminary review by the employer, the proposed introduction of the overseas students will be recommended to the Organization Department of the Huairou District Party Committee.

2. Evaluation of introduction demands.

The Organization Department of the District Party Committee will recommend the overseas students to be introduced to the Beijing Bureau of Talent Work through a competitive process in accordance with the Interim Measures for Promoting Overseas Students to Start Businesses and Work in Beijing, the work requirements of higher-level departments, and the recommendations of various departments.

3. Verification of declaration materials.

Upon approval of the qualification for the introduction of overseas students in Beijing, the Organization Department of the District Party Committee will guide the employer in preparing the materials for the proposed overseas students in accordance with the requirements of the higher authorities and submit them to the Beijing Bureau of Talent Work for approval after preliminary review.

4. Handling the transfer procedures.

Assist in the introduction of overseas students and handle the procedures for transfer to Beijing after being approved by the Beijing Bureau of Talent Work.
