On October 29, 2025, the Bureau of Basic Science and Technology Capacity of the Chinese Academy of Sciences (CAS) convened a process-acceptance expert panel for the National Major Sci-tech Infrastructure project “High Energy Photon Source (HEPS)” constructed by the Institute of High Energy Physics (IHEP) in Huairou Science City, Beijing. The panel consisted of ten CAS Members and eight researchers and professors.
CAS Member Zhan Wenlong chaired the process-acceptance meeting. The panel heard the project-construction and performance-summary report delivered by HEPS Project Director Researcher Pan Weimin, the HEPS beamlines and end-stations summary report by Executive Deputy Project Director Dong Yuhui, the HEPS accelerator process-test report by Professor Tang Chuanxiang of Tsinghua University, and the HEPS beamline process-test report by Researcher Tian Yangchao of the University of Science and Technology of China. Subsequently, the experts reviewed documents such as the HEPS process-development summary and the process-test reports, conducted an on-site inspection, and held a question-and-answer session. After careful and in-depth discussion, the panel formulated the process-acceptance opinion.
The panel concluded that the project legal entity, the Institute of High Energy Physics of the Chinese Academy of Sciences, has fulfilled the construction contents and tasks approved by the National Development and Reform Commission. The overall performance of the High Energy Photon Source ranks at the international forefront of similar facilities, realizes a generational leap for China’s synchrotron light sources, and has trained a cohort of high-level talent; it will provide strong support for meeting national strategic needs and for tackling major frontier scientific questions and core key technologies. The panel agreed that the High Energy Photon Source shall pass the process acceptance.
Project Director Pan Weimin addressed the meeting, expressing gratitude to the Chinese Academy of Sciences for its meticulous guidance and careful organization, thanking all experts for their conscientious on-site review at Huairou Photon Source, and paying high tribute to the hard work and unremitting pursuit of the entire project staff over the years.
Finally, Lu Fangjun, Director-General of the Bureau of Basic Science and Technology Capacity of the Chinese Academy of Sciences, thanked all IHEP staff for their hard work and achievements over the past years, congratulated IHEP on completing the HEPS process acceptance ahead of schedule and in an all-round way, and expressed the hope that the HEPS project will be put into formal operation and use as soon as possible, so that it can contribute to supporting major national missions, serving scientific research and promoting economic development at an early date. He also called for greater efforts to open and share the facility with enterprises, to promote the deep integration of technological innovation and industrial innovation, and to continue to work with high-level users to jointly plan the follow-up construction of the facility.
